Climate Dilemma

Climate Dilemma is a world management, where you take control of the world's climate policy. You must tread lightly however. There are serious consequences if you ignore the well being and concerns of each region,  and a bill that may be good for reducing CO2 emitted to the atmosphere, could have disastrous results.

The Year is 2021

Global temperatures are rising, and the effects are starting to be felt. Natural disasters are becoming more frequent, with floods, wildfires, heatwaves all leading to a loss of life and habitat for the inhabitants of Earth .

World leaders still meet to discuss their commitments to The Paris Agreement. If the world cannot curb it's CO2 emissions and the global temperature increased past 1.5°C , reputable damage will be caused.
However while there is some small progress, temperatures at still rising.

 It is estimated that we have budget of 440 Billion tonnes of emissions until the temperature will increase 1.5°C past pre-industrial levels.

The current projections suggest we will expend that budget in only 10 years. 

You are Dr Bill D, Neyd, and have been brought in to lead the UN's Climate Task Force and steer the world from this disaster. Can you handle the heat?
